Sen. Bob Casey (D-PA), who is running for re-election against the GOP’s Dave McCormick, accepted a $5,000 donation from a group pushing for more EB-5 visas, which have been used by Chinese nationals to enter the U.S. in high numbers.
Federal Election Commission filings show that the Immigrant Investors Association/Invest in the USA PAC donated to Casey in June. Casey is the only Senate candidate to have accepted a donation from the group, the New York Post reported.
“The overhauled EB-5 program, which requires a minimum investment of $800,000 for certain projects, has drawn the attention of Chinese nationals,” The Wall Street Journal noted in August 2023, adding, “In May, Florida Gov. Ron DeSantis signed a series of bills banning Chinese nationals from buying land in the state unless they are U.S. permanent residents.”
“Mainland Chinese nationals scored 6,125 out of the total 10,855 in fiscal year 2022,” The Post pointed out, adding that “Chinese citizens have historically constituted the largest nationality of those seeking visas through the EB-5 program.”

“Casey was at a June fundraiser hosted by one IIUSA PAC lobbyist and attended by another,” the Post reported. “Both of the lobbyists, Commonwealth managing partners Keith Pemrick and George McElwee, have been involved extensively with EB-5 issues.”
Casey’s cynicism regarding immigration has been in evidence for years. “Since taking office in 2006, Casey has voted several times against border security measures during years he was not running for re-election while calling for stronger border security in years when his name was on the ballot,” Fox News reported.
For example, in 2024, Casey introduced legislation “aimed at fortifying security along the southwest border.” But in 2021 and 2022, when he was not up for re-election, he voted twice in opposition to drug detection at the border. In 2006, running against the GOP’s Rick Santorum, he claimed he was against amnesty for illegal immigrants. Yet in 2007 and 2013, when he was not running for re-election, he favored legislation that led to a pathway to citizenship for illegal immigrants.

“Now that Bob Casey is in the race of his life, he’s hoping Pennsylvanians will forget he opposed building a border wall and even supported mass amnesty and taxpayer-funded health care for illegal immigrants,” National Republican Senatorial Committee spokesperson Phillip Letsou said. “Casey will say anything for power, even if that means lying to Pennsylvanians.”
