Elon Musk’s ‘Mind-Blowing’ Chart Shows How Many Noncitizens Have Social Security Numbers

Elon Musk revealed a “mind-blowing chart” Sunday claiming millions of noncitizens are receiving Social Security numbers from the U.S. government. 

At a town hall meeting in Green Bay, Wisconsin, Musk displayed a bar chart showing a steady increase from fiscal years 2021 through 2024, topping more than 2 million Social Security numbers issued to noncitizens last year. 

In just the first six months of current fiscal year 2025, the Social Security Administration has issued more than 900,000 numbers to noncitizens, according to the chart. (The federal government’s fiscal year starts Oct. 1.) 

“You’ll notice there’s a strange trend here where how many Social Security numbers were issued,” Musk said. “This is a mind-blowing chart.”  

Musk’s Department of Government Efficiency colleague Antonio Gracias said, “This literally blew us away. We went there to find fraud, and we found this by accident.” 

The source of Musk’s data is the Enumeration Beyond Entry (EBE) program, which the Biden administration expanded in 2024. The program “streamlined” the process for noncitizens to receive a Social Security number.  

Gracias explained that when immigrants are given asylum in America, they can apply for a work document. Once immigrants receive a work authorization, the Social Security Administration “automatically” mails them a Social Security number without an interview or identification. 

Musk called out the Biden administration for using this tactic “to import as many illegals as possible” to “change the entire voting map of the United States, and disenfranchise the American people.” 

Noncitizens are already cashing in on Social Security benefits, according to Gracias. 

“We found 1.3 million [noncitizens] already on Medicaid,” he said, adding that noncitizens are receiving benefits from every benefit program DOGE reviewed. “We found people here registered to vote in this population.” 

Musk added, “And who did vote.” 

Gracias said the immigrants who voted were “already” referred for prosecution at the Homeland Security Investigations service. 

Several critics of Musk appended community notes to the original X post, claiming the issuance of Social Security numbers does not mean noncitizens voted in U.S. elections. 

Musk and Gracias’s address came ahead of Tuesday’s Wisconsin Supreme Court election, which will determine control of the court. Democrats currently hold a 4-3 advantage, but the retirement of a liberal justice this year could alter the balance. 

This is not the only case of waste, fraud, and abuse DOGE has uncovered at the Social Security Administration. Last Monday, DOGE announced that about 7 million Social Security numbers were associated with individuals over the age of 120. They have since been marked as deceased. 

“You may have heard we found 20 million dead people marked as alive in the Social Security database,” Musk said during the Wisconsin event. “This is so crazy.”
