NYC Mayoral Candidate Vows $65 Million in Funds for ‘Transgender’ Care; Penalties for Noncompliant Hospitals

If elected mayor of New York City, Democrat candidate Zohran Mamdani is pledging to spend $65 million in city funds on “gender-affirming care” and vows to penalize any hospital that declines to do the surgeries.
Mamdani also plans to establish a city Office of LGBTQIA+ Affairs to provide $87 million in funding that would include housing, education, and mental health services for the population, according to his campaign platform. He further wants to make the nation’s largest municipality an “LGBTQIA+ Sanctuary City.”
The far-left politician pulled a stunning upset in this week’s Democratic mayoral primary, soundly defeating his nearest opponent, disgraced former Gov. Andrew Cuomo. He heads into the general election heavily favored to win against incumbent Mayor Eric Adams, who is running as an independent after winning four years earlier as a Democrat. Guardian Angels founder Curtis Sliwa, the 2021 Republican nominee, won the GOP mayoral primary.
As The Daily Signal previously reported, a study published this month in Discover Mental Health found “newly identified adverse outcomes” for biological males getting estrogen treatments, which could include infertility, diabetes, and testicular and breast cancers.
Nevertheless, so-called gender-affirming care is a highly charged political issue, particularly in Democrat politics. Mamdani’s campaign website blasts a New York City-based medical facility for declining to perform operations on minors and the “Trump administration’s proposed elimination of federal support for GAC [gender-affirming care].”
“The Mamdani administration will protect gender-affirming care immediately by investing $65 million in public providers to provide gender-affirming care to New Yorkers who seek it and will hold private entities abetting Trump’s attacks to account,” the campaign’s policy memo says.
Further, any hospital that doesn’t comply will be penalized, according to the campaign, claiming it would violate the New York Constitution.
“The Mamdani administration will also hold private hospital systems denying GAC accountable—hospitals that continue to deny trans youth access to gender-affirming care are in violation of [the] NYS Constitution, as well as multiple state and city laws,” the policy memo says. “The Mamdani administration will coordinate with the NYS Attorney General and District Attorneys to investigate and hold public hearings on hospitals that deny trans youth their rightful health care and hold them accountable to the law.”
The additional proposed $87 million for the Office of LGBTQIA+ Affairs would include $30 million for housing programs, $20 million for mental health services, $10 million for organizations serving transgender New Yorkers, $10 million for administrative and coordination costs, $5 million for workforce investments, and another $5 million for new education funding.
The “LGBTQIA+ Sanctuary City” policy is broad, but would include shielding health care providers from legal prosecution for providing “gender-affirming and reproductive care” and protecting the privacy of information for residents “regarding their sex, gender assigned at birth, or health care.”
