Chicago Public Schools Offer ‘Family Planning,’ Condoms, Abortion Information to Students

The Chicago public school system is offering “family planning” services and condoms to students as young as 12.

Under school system policy, schools teaching 5th grade and up must make condoms “freely accessible” to all students 12 and older, according to The Daily Signal’s review of the district’s website.

The system also requires schools to refer students 12 and up to “confidential reproductive and sexual health services,” which they can access without parental consent or notification.

Under Illinois law, children of any age can obtain abortions without parental notice, the school system’s website says.

The website devotes an entire page to Illinois’ “Family Planning Program,” listing it alongside other “medical and food benefits” like Medicaid. The website says the program covers “services and medications to prevent or plan pregnancy.”

The school system’s website also includes a page for “Pregnant and Parenting Students,” listing Planned Parenthood of Illinois as a resource for students to “prevent unintended pregnancies or to plan for families.”

Planned Parenthood programs in the state are set to continue despite the recent moratorium on federal Medicaid funding for abortion providers. In a statement on the “One Big Beautiful Bill,” which enacted the cuts, Planned Parenthood of Illinois pledged to “continue providing ALL sexual and reproductive services.”

Those services include youth education programs, which it offers throughout the state. In the 2022-2023 school year, Planned Parenthood of Illinois operated education programs in 21 middle and high schools, mostly in the Chicago area. Those courses were offered to kids fifth grade and up.

In August 2023, the abortion provider said it was planning to extend those programs to increase schools and students reached by 25%.

Planned Parenthood of Illinois’ educational programs include the “Chicago Healthy Adolescents and Teens” program, which partners with the Chicago public school system and the Chicago Department of Public Health to offer sexual education courses and sexual health screenings at city high schools.

That program operates a website providing information on how students can obtain an abortion—including referrals to abortion providers and funders. It also offers “free, confidential, self-administered STI testing” for kids between 12 and 24.
