The official account of California Democratic Governor Gavin Newsom’s press office posted a vile meme on social media depicting White House Deputy Chief of Staff for Policy Stephen Miller walking President Donald Trump as a dog on a leash.

In all caps, the account wrote: “TIME FOR YOUR DAILY WALK, DONALD! (NO STAIRS),” a flourish echoing Trump’s own style that Newsom has recently adopted.

The cartoon also appealed to antisemitic tropes, enlarging Miller’s nose in the caricature style long used by Jew-haters.

The meme was also similar to an infamous 2019 cartoon published in The New York Times’ international edition, which depicted a guide dog with the face of Benjamin Netanyahu — wearing a collar with a Star of David hanging from it — leading a blind, overweight Donald Trump, who was wearing dark glasses and a black yarmulke.

Newsom’s office has previously targeted Miller’s hard-line positions on immigration. In July, responding to a ruling from a Biden-appointed judge involving immigration enforcement in the Central District of California (Los Angeles area), Miller wrote on X: “The ruling has just been issued. A communist judge in LA has ordered ICE to report directly to her and radical left NGOs — not the president. This is another act of insurrection against the United States and its sovereign people.”

The Newsom press office account on X responded, “This fascist cuck in DC continues his assault on democracy and the Constitution, and his attempt to replace the sovereignty of the people with autocracy. Sorry the Constitution hurt your feelings, Stephen. Cry harder.”

In June 2025, the federal government, via ICE and other agencies, started launching patrols in Los Angeles. On July 11, 2025, Judge Maame Ewusi-Mensah Frimpong issued a temporary restraining order barring federal agents from conducting detentions unless they had “reasonable suspicion” that the person was unlawfully present in the country. The Trump administration sought a stay of the order, which Frimpong denied, prompting the case to be taken up by the 9th Circuit Court of Appeals. On August 1, the court rejected the emergency motion to stay the order.
