Trump Signs ‘All-of-Government Effort to Dismantle Left-Wing Terrorism,’ Antifa

President Donald Trump signed a memorandum Thursday directing an “all-of-government effort to dismantle left-wing terrorism” and Antifa.

“These are professional agitators, these are bad people and they’re paid a lot of money by rich people, some of whom we know,” Trump said of Antifa.

White House Deputy Chief of Staff Stephen Miller called the move “historic.”

“This is the first time in American history that there is an all-of-government effort to dismantle left-wing terrorism, to dismantle Antifa, to dismantle the organizations that have been carrying out these acts of political violence and terrorism,” he said.

Trump mentioned the 2020 riots following the death of George Floyd, recent actions against Immigration and Customs Enforcement officials, and more. The memorandum cites the assassination of Charlie Kirk, the 2024 assassination of UnitedHealthCare CEO Brian Thompson, and assassination attempts against Trump, Supreme Court Justice Brett Kavanaugh, and others.

The memorandum states that these acts of political violence are not “isolated incidents” and do “not emerge organically.”

According to the memorandum, the violence “is a culmination of sophisticated, organized campaigns of targeted intimidation, radicalization, threats, and violence designed to silence opposing speech, limit political activity, change or direct policy outcomes, and prevent the functioning of a democratic society.” The document calls for “a new law enforcement strategy that investigates all participants in these criminal and terroristic conspiracies—including the organized structures, networks, entities, organizations, funding sources, and predicate actions behind them.”

The memorandum identifies “anti-fascism” as an anti-American ideology that portrays “foundational American principles (e.g., support for law enforcement and border control) as ‘fascist’ to justify and encourage acts of violent revolution.” It states that Antifa is motivated by strains of thought including “anti-Americanism, anti-capitalism, and anti-Christianity; support for the overthrow of the United States Government; extremism on migration, race, and gender; and hostility towards those who hold traditional American views on family, religion, and morality.”

The memo directs the National Joint Terrorism Task Force and its local offices to “coordinate and supervise a comprehensive national strategy to investigate, prosecute, and disrupt entities and individuals engaged in acts of political violence and intimidation and designed to suppress lawful political activity or obstruct the rule of law.”

The task forces will investigate potential federal crimes and probe “institutional and individual funders” who aid the criminal conduct, along with “non-governmental organizations and American citizens residing abroad” who aid in “activities that support or encourage domestic terrorism.”

The memorandum orders the secretary of Homeland Security, the attorney general, the secretary of the Treasury, the commissioner of the IRS, and all federal law enforcement agencies to assist the effort, either by issuing guidance, assisting in investigating funding, preventing tax-exempt entities from funding terrorism, and prioritizing related crimes.

Trump repeatedly mentioned Hungarian American billionaire George Soros, who founded the Open Society Foundations, which funds a broad swath of philanthropic and leftist organizations. He also mentioned Reid Hoffman, the co-founder of LinkedIn who also held an executive position at PayPal.

“Soros is a name that I hear,” the president said. “I hear a lot of different names, I hear names of some pretty rich people.”

The Open Society Foundations, founded by Soros and chaired by his son, Alex, responded to Trump’s recent suggestion that Soros funds violence. The foundations “do not support or fund violent protests,” the group stated. “Allegations to the contrary are false, and the threats against our founder and chair are outrageous.”
