What Biden Inner Circle Member Told Investigators About White House Doctor’s Advice

The same doctor who invoked his Fifth Amendment right against self incrimination told former President Joe Biden’s inner circle that a cognitive test would be “meaningless,” a member of the 46th president’s inner circle told House investigators Tuesday. 

Bruce Reed, former deputy chief of staff for policy in the Biden White House, sat for a transcribed interview Tuesday with the House Oversight and Government Reform Committee, where he shared the assessment of former White House physician Dr. Kevin O’Connor. He also defended Biden’s mental capacity, according to a source familiar with the interview.

Reed previously served as chief of staff to Biden as vice president, and was part of Biden’s “politburo,” according to the book “Original Sin: President Biden’s Decline, Its Cover-Up, and His Disastrous Choice to Run Again” by reporters Alex Thompson and Jake Tapper. The politburo was a group that sought to hide Biden’s cognitive decline, according to the book. 

The House Oversight Committee is probing Biden’s apparent mental decline in the White House as well as whether he was aware of major presidential actions taken on his behalf–such as clemency–using the White House auto pen. 

Biden’s poor debate performance in June 2024 against now-President Donald Trump was due to a stutter, Reed told the committee, according to the source. 

He also said the decision to hold the debate early was a deliberate strategy to get ahead of early voting, as well as the media surrounding the Olympics. But he said it was not related to any concerns about Biden’s age. 

Reed said Americans should not have had any concerns about the president’s mental faculties.

On Thursday, Anita Dunn, former senior adviser to the president for communications, will field questions. Though not part of the so-called politburo, Dunn has been closely tied to Biden for years. 

Like O’Connor, Anthony Bernal, former senior adviser to first lady Jill Biden, invoked his Fifth Amendment rights against self-incrimination at his appearance before the committee in July. Biden’s former White House chief of staff Ron Klain told the committee that Biden’s memory and energy got worse as his presidency continued.
