House Advances Bill to Repeal Law Weaponized Against Pro-Lifers

The bill to repeal the Freedom of Access to Clinic Entrances Act, which the Biden administration used to throw peaceful pro-lifers in jail, passed the House Judiciary Committee in a 13-10 vote Tuesday.

Rep. Chip Roy, R-Texas, who sponsored the bill to end the law abused by the Biden Department of Justice to arrest, prosecute, and jail pro-life demonstrators, has fought for months to bring his legislation to a vote.

“The FACE Act has been undeniably—and predictably—weaponized to target pro-life Americans while turning a blind eye to the destruction, vandalism, and even firebombing of pregnancy resource centers and churches,” Roy told The Daily Signal.

Passed in 1994, the FACE Act prohibits the use or threat of force and physical obstruction that “injures, intimidates, or interferes” with a person seeking to obtain or provide reproductive health services or to practice freedom of religion at a place of religious worship.

Though the FACE Act was intended to protect both abortion clinics and pro-life pregnancy centers, it has almost exclusively been used to prosecute pro-lifers.

Ninety-seven percent of FACE Act prosecutions from 1994 to 2024 were against pro-life Americans. This includes an elderly death camp survivor, a progressive activist, a 75-year-old grandmother, and a father of seven.

The FACE Act Repeal Act of 2025, co-sponsored by Roy and 32 other Republican House members, would amend Title 18 of the United States Code to repeal prohibitions relating to freedom of access to clinic entrances. Sen. Mike Lee, R-Utah, introduced companion legislation in the Senate.

President Donald Trump pardoned 23 of the pro-lifers prosecuted under the FACE Act in one of his first executive actions after taking office on Jan. 20.

Now, Roy and his colleagues want to permanently end the law so it cannot become a weapon under future liberal presidential administrations.

“While President Trump has rightfully pardoned FACE Act defendants unfairly prosecuted under President Biden,” Roy said, “Congress must bring this bill to the floor and send it to the president’s desk, ensuring that no future administration can weaponize this law against pro-lifers ever again.”

The government has too many “unnecessary laws that can be abused and weaponized against the people,” Roy said.

“No American should have the heavy hand of the federal government come down on them simply because they’re speaking out for—or against—life, regardless of who is in control of the executive branch,” the Texas Republican said.

Fibis I am just an average American. My teen years were in the late 70s and I participated in all that that decade offered. Started working young, too young. Then I joined the Army before I graduated High School. I spent 25 years in, mostly in Infantry units. Since then I've worked in information technology positions all at small family owned companies. At this rate I'll never be a tech millionaire. When I was young I rode horses as much as I could. I do believe I should have been a cowboy. I'm getting in the saddle again by taking riding lessons and see where it goes.
