The footage shows NYPD officers arriving at the scene in the city’s Marble Hill neighborhood to transport 28-year-old Oscar Belgal to the hospital. Belgal, an illegal immigrant from the Dominican Republic with a prior criminal conviction and multiple arrests, was shot in his vehicle during a targeted ICE enforcement operation.
Two NYPD officers get out of their patrol car and approach a group of law enforcement officers surrounding Belgal, who is sitting handcuffed on the ground. A man who appears to be an ICE officer applies pressure to his wound.
Multiple vehicles blocked off the scene as officers faced an increasingly angry crowd.
The NYPD officers lift Belgal into the back of their vehicle and drive him to a nearby hospital. One of the officers can be heard telling the other to apply pressure to Belgal’s wound and informing a dispatcher that he is conscious and breathing.
Belgal was shot by an ICE officer during an attempt to arrest him. ICE said Friday that Belgal rammed two agency vehicles and accelerated toward officers before they opened fire. NYPD Commissioner Jessica Tisch said Belgal was pulling into a parking space when a plainclothes federal officer approached with his gun drawn, and that an officer fired seven rounds as Belgal pulled forward. A 5-year-old child was in the back of Belgal’s vehicle and was not injured.
Homeland Security Secretary Markwayne Mullin said Friday that the federal officers involved were also wearing body cameras that recorded the shooting. That footage has not yet been released.
Belgal has a prior conviction for grand larceny and previous arrests for assault, robbery, drug possession, and weapons charges, DHS said. The department also said that he has ties to the Trinitarios gang.
The shooting prompted a violent response from agitators who clashed with law enforcement outside the hospital where Belgal was taken.
Video of one clash shows rioters attempting to pull down metal gates police had set up outside the hospital. Photos also show masked men wearing keffiyehs pushing down barriers. The New York Post reports that five people were arrested during the clashes.
