EXCLUSIVE: How Trump Is Fighting Drug ’10 Times More Potent Than Fentanyl’

FIRST ON THE DAILY SIGNAL—President Donald Trump’s drug czar says she is working with the Chinese government to keep cychlorphine, a drug “10 times more potent than fentanyl,” off the streets.

Cychlorphine has killed an estimated 140 Americans since it entered the United States in 2025, including 53 deaths in Tennessee alone. The actual number of deaths may be even higher, drug czar Sara Carter said in an exclusive interview with the Daily Signal.

“We can only tell if someone died from it if they were tested for it, so there may have been more people that died from cychlorphine pills or tablets or powders,” Carter said, “but we wouldn’t know unless the hospitals tested for it.”

The Trump administration pressured Beijing to stop the influx of the drug, as Americans could order cychlorphine directly from China and have it shipped to their homes.

“We were very diligent with the Chinese,” Carter said. “We were very focused on dealing with China and ensuring that these new threats were taken care of, so what we did was through our negotiations with China, putting pressure on China, the Chinese government did schedule cychlorphine.”

Now, the White House is pushing to permanently classify cychlorphine as a Schedule I substance, she said.

“It’s not good for anything,” she continued. “It’s a pure poison. And right now, the Office of National Drug Control Policy is continuing to monitor the threat.”

The war against drugs is the “greatest direct threat to our national security,” Carter said.

“Not only are we seeing our citizens die, but we also know that the amount of money and resources that are amassed by these cartels are so significant that sometimes they outpace and outresource our own law enforcement in some areas,” she said. “This time, under President Trump, we’ve been able to gain back that traction against the cartels, and we’re a hammer against them. But we shouldn’t let our guard down, and we shouldn’t take our foot off the gas.”

Carter said the administration also released a drug threat notice within the U.S., so first responders, doctors, EMTs, and law enforcement officials know how to respond to overdoses.

“What we wanted to do was enable our first responders to know what was out on the streets and tell them, ‘Hey, if you come across someone that is overdosing, if they’re not responding to the normal amount of Narcan that you’re using, you need to use more because this is what we’re seeing on the streets.’ At the time, it wasn’t even illegal,” she said.

The White House is hitting drug suppliers from “every choke point,” Carter said.

“This is why you’ve seen the numbers decrease so much, over 40% decrease, which is nearly 45,000 lives saved in the United States since the height of the opioid crisis and the deaths and poisonings and overdoses under [President Joe] Biden in 2023, where we saw over 112,000 deaths in the United States,” she said. “Right now, we’re looking at just over 66,000. It’s still far too many, but we feel that the 40% decrease is a huge success and shows that the policies under President Trump are working.”

There’s still more work to do, Carter said.

“That means requiring that we discuss these policy issues with our allies in the Western Hemisphere, that we continue to put pressure on China to do what is right, that we work with India and other nations on what’s being exported out of their countries,” she said.

“I think more important than anything is communicating with the American people and telling the American people what’s going on and advising them of the poisons that are out there on the streets, so that mothers and fathers and friends and families can make the best decisions possible for their kids, for their family members, and discuss these issues with them because that’s the only way we’re going to be able to save our children and the future of this nation,” she continued.
