ICE Nabs Illegal Immigrant Working As A Cop
An illegal immigrant was working as a corrections officer in Maine before he was nabbed by Immigration and Customs Enforcement (ICE).

ICE officers arrested Billy Maclarant Bassikissa Bounguiena, who hails from Congo, on June 9 after he overstayed his student visa by more than a decade, the Department of Homeland Security (DHS) told The Daily Wire. Bassikissa Bounguiena also had an arrest from 2019 for domestic violence, but prosecutors ultimately declined to file charges against him in that case, law enforcement sources said.
Cumberland County District Attorney Jacqueline Sartoris said the case didn’t proceed because there wasn’t any physical contact during the alleged assault, despite allegations that Bassikissa Bounguiena threw something at a woman, according to the Portland Press Herald.
The Cumberland County Sheriff’s Office said it hired Bassikissa Bounguiena in August 2024 after conducting “the same comprehensive background screening and rigorous vetting process” as other officers in the department. He also had a work permit at the time of his hiring, according to the sheriff’s office.
“While he has been employed, he has been a valued member of our team, with no discipline issues. He has demonstrated dedication to his duties and often works overtime,” the sheriff’s office said.
Bounguiena came to the United States on November 15, 2015 on a student visa, which expired December 4, 2015, according to DHS. He was supposed to leave on a flight in 2017, but never boarded the plane, according to law enforcement sources.
“He refused to depart the country, in violation of our laws. This criminal illegal alien will remain in ICE custody, pending removal proceedings,” a Homeland Security spokesperson said.
“Under President Trump and Secretary Mullin, criminal illegal aliens are not welcome in the United States,” the spokesperson added.
The Trump administration’s mass deportation campaign has exposed a trend of police department employing illegal immigrants.
ICE officers caught Jon Luke Evans, an illegal immigrant from Jamaica, in July 2025 when he was attempting to buy a firearm for his role as a police officer with the Old Orchard Beach Police Department in Maine.
In January, ICE arrested an illegal immigrant from Cameroon who was accused of fraud and was just one week away from graduating the New Orleans Police Department academy, according to Fox News. The department said they learned that Larry Temah received a deportation order after he applied for the role.
Federal immigration officers also arrested Radule Bojovic, an illegal immigrant from Montenegro, who was working as a police officer for the Hanover Police Department in Illinois in October.
A judge later granted Bojovic a $2,500 immigration bond and he has since returned to work with the Hanover Police Department.
