76 Retired U.S. Military Leaders Slam Gaza ‘Genocide’ Smear Of Israel On Oct. 7 Anniversary

A powerhouse roster of 76 retired American military officers, 74 of them generals and admirals, fired back Wednesday at the claim that Israel committed genocide in Gaza. They called it a legally bankrupt charge that “do[es] not stand up to common sense scrutiny.”

The declaration was timed to the third anniversary of Hamas’s October 7, 2023 slaughter in southern Israel. Its signers include 13 generals, 27 lieutenant generals, 19 major generals and 5 brigadier generals, including legal experts.
“Israel has neither intended to, nor destroyed, Palestinians as a group in Gaza,” they wrote.
The officers said the accusation fails the legal test set by the 1948 Genocide Convention, which requires proof of intent to destroy a protected group. They argued the evidence points the other way. After the October 7 massacre, the IDF fought in self-defense and went to extreme lengths to shield Gaza’s civilians, including from Hamas itself.
The generals also went after the casualty numbers critics wave around. Those figures come straight from Hamas and don’t separate civilians from combatants, they said, so they could not be relied upon. They added that genocide isn’t a numbers game, and that legal precedent holds that civilian deaths in combat, however tragic, aren’t enough on their own to prove genocidal intent.
Many signers have commanded U.S. troops against enemies who hide behind civilians, and they said they know firsthand how brutal that fight is. They noted that the IDF took an “unprecedented combination of precautions”:
- leaflets, phone calls, texts, broadcasts and social media alerts warning civilians to get out
- protected corridors and tactical pauses, even when those cost the IDF a tactical edge
- strikes called off when civilians were present
- legal review of targets as standard procedure
They added that IDF soldiers put themselves in harm’s way to protect fleeing Palestinians from Hamas attacks.
The letter also tallied the aid sent into the Strip: more than 3.5 million tons of food, 48,000 tons of medical supplies, 5,000 tons of baby food, and up to 15,000 cubic meters of Israeli-desalinated water a day. Over half a million Gazan kids were vaccinated, and about 5,000 Gazans were evacuated abroad for medical treatment.
“These are not the actions of a genocidal state,” they wrote.
Their sharpest warning was aimed at home. Letting the genocide charge stick, they said, would encourage future enemies to put civilians in the line of fire on purpose and then exploit the suffering to split America’s alliances.
“The precedent established today regarding Israel will shape the conditions under which American forces fight tomorrow,” they wrote.
