Sen. Chris Murphy, D-Conn., advocated for more American university campuses in Qatar’s Education City after meeting with the Qatari regime over the weekend, a move that some national security reports and experts say could create unwanted national security risks.

“The presence of American universities in Qatar is an important way for the United States to promote U.S. values in the Middle East and create more lasting people-to-people connections,” Murphy wrote on X. “I was glad to visit with Sheikha Hind Al Thani in Doha’s Education City.”
Currently, elite American colleges such as New York University, Georgetown University, Carnegie Mellon University, Northwestern University, Cornell University, Texas A&M University, Virginia Commonwealth University, Rochester Institute of Technology, and the University of New Haven have campuses in the region.
Reports have noted, however, that satellite campuses in places such as Qatar’s Education City are often driven by foreign donors, which might negatively affect the interests of the United States.
The Jewish Institute for National Security of America, for instance, previously noted that “Qatar has used complex contractual designs to structure its funding relationships with American universities to acquire access to intellectual property, governance deliberation, academic credentialing, and institutional reputation, and has deployed that access in service of a foreign policy strategy that includes the financial and operational support of Islamist movements hostile to the United States and its allies.”
In March, the House Education and Workforce Committee released a report detailing how Middle Eastern satellite campuses of American universities “are failing in critical ways to fulfill their stated goal of promoting American values” and act as a stage for faculty and students “that perpetuate antisemitism without apparent consequence.”
The report added that such campuses in the Middle East often “struggle to uphold free speech principles.”
“Too many universities have built foreign relationships with little transparency, while some overseas campuses have failed to promote American values and instead legitimized antisemitism, as the Committee’s recent antisemitism investigation highlighted,” a spokesman for the House Committee on Education and the Workforce told the Daily Signal.
Similarly, the National Association of Scholars noted in an op-ed published by The College Fix that certain Iranian donors pose a direct threat to America’s national security through their influence on the United States higher education system.
For instance, the op-ed published by The College Fix noted that a New York-based nonprofit tied to the Iranian government, the Alavi Foundation, dissolved and transferred its assets to a new nonprofit, the Amir Kabir Foundation, following a $318 million settlement over terrorism- and sanctions-related violations.
“For decades, Iran used the Alavi Foundation and revenue generated in the United States to evade sanctions while channeling millions of dollars to American charities and universities, expanding its soft power and influence in the process,” Ian Oxnevad of the National Association of Scholars wrote in the op-ed.
Oxnevad added that these campuses serve as “geopolitical terrain” and “soft targets for influence” that offer “platforms for propaganda, access to emerging technologies through fundamental research, and a cash-hungry professoriate with an animosity toward the West.”
To prevent the alleged influence of foreign money that originates from donors who contradict the interests of the United States, the U.S. House of Representatives passed the DETERRANT Act in March, which would increase oversight of foreign donations by slashing the general foreign gift and contract reporting requirement for higher education institutions from $250,000 to $50,000.
The spokesperson for the House Education Committee told the Daily Signal that the Senate must now pass the legislation “to expose foreign funding and help ensure foreign interests aren’t compromising American universities.”
Murphy did not respond to the Daily Signal’s request for comment.
