The coalition of Heritage Action, American Compass, and Foundation for American Innovation called on Congressional Republicans to ensure the AI OVERWATCH Act, MATCH Act, and Chip Security Act, were included in the NDAA.
The bills aims to prevent the Chinese Communist Party from obtaining advanced American semiconductor technology and manufacturing equipment, according to Heritage Action.
The letter warns that having strict safeguards against Chinese acquisition of advanced AI semiconductors is essential to national security.
“Dominance in the design and manufacture of advanced AI semiconductors is a national and economic security imperative for the United States and our allies,” the coalition wrote. “Allowing our adversaries to buy or access the very chips and tools they need to challenge that dominance is dangerous and shortsighted.”
The AI OVERWATCH Act would strengthen controls on exports of advanced AI chips. The MATCH Act would improve coordination with allies to restrict China’s access to critical semiconductor manufacturing equipment. The Chip Security Act would bolster enforcement mechanisms against malicious actors smuggling advanced technology to China.
“Taken together, the measures would fortify American export controls while preserving domestic technological leadership and supporting trusted allies,” according to Heritage Action.
