- Actions speak louder than campaign promises when judging elected officials.
- The Heritage Action Scorecard shows what each party prioritized while in power.
- Congressional records reveal stark differences on elections, immigration, abortion, and gender policy.
For the past few months, Americans have been bombarded with hundreds of millions of dollars in political ads. Some address policy, while others make grand promises. Far too many make nasty accusations about their opponents, leaving many Americans caught in the middle, frustrated and confused.
It seems nigh impossible to cut through the noise.
Thankfully, as the old saying goes: Actions speak louder than words. The best way to know what to expect from Republicans and Democrats is to compare what each side made a priority while in power. And perhaps there is no better way to make that comparison than with the Heritage Action Scorecard. Interested voters can use the scorecard to hold members of Congress accountable not just for this year, but with records spanning the last decade.
By comparing what Republicans did this Congress and what Democrats did just a few years ago, Americans can get a clearer picture of what the upcoming congressional session could look like based on their vote.
For Republicans, ensuring the integrity of American elections has been a top priority. The House GOP passed the SAVE America Act (HR 7296) several times. It would require proof of citizenship to register to vote and require voters to show photo ID when they vote.
By contrast, Democrats have opposed every attempt to consider the SAVE America Act in the Senate, preferring to endorse the For the People Act. When Democrats last controlled the House, they labeled this bill HR 1, a designation saved for the majority party’s top priority. This bill would have federalized elections by delegating new powers to Washington bureaucrats, wielding disclosure requirements on “political speech,” and weaponizing the Federal Election Commission, currently an even bipartisan split, by making it a partisan body.
The scorecard also gives a clear picture to Americans asking which party best aligns with their values.
For those who oppose men competing in women’s sports, taxpayer funding for abortion and sex-rejecting surgeries, or subsidizing NPR’s biased reporting, Republicans have acted to defend those values. They have forced votes or secured major legislative victories despite unified Democrat opposition.
Democrats promoted the complete opposite. In February 2021, Democrats advanced the so-called Equality Act to expand the federal civil rights regime and add sexual orientation and gender identity as protected classes, overruling laws protecting religious freedom.
Later that year, they advanced the Women’s Health Protection Act, better known as the “Abortion for All Act,” which would endanger all state-level abortion restrictions, conscience protection laws, and policies limiting taxpayer funding for abortions. Heritage Action fought and successfully defeated both bills.
For those invested in immigration, one of the most transformative changes of President Donald Trump’s second term has been securing America’s southern border. Under President Joe Biden, average illegal crossings peaked at 15,000 people per day, with U.S. Customs and Border Protection records showing approximately 11 million border encounters over the course of Biden’s four years.
In Congress, Republicans rallied to advance legislation codifying these secure border policies, helping to ensure ample funding for the administration’s immigration enforcement. They have also passed laws to bring justice to families impacted by criminal illegal aliens.
The “One Big, Beautiful Bill,” the Republican majority’s HR 1 for this Congress, contained funding directed at ensuring law and order at the border with investments in infrastructure and technology to provide security for years to come. The Laken Riley Act (SB 5), passed by Congress and signed into law by Trump, enhanced law enforcement’s authority and resources to detain illegal alien criminals.
Beyond opposing Republican reforms to secure the border and enforce immigration laws, Democrats have brazenly championed legislation to incentivize more illegal crossings. The DREAM Act, now labeled the American Dream and Promise Act, would provide mass amnesty to those who broke immigration law with a path to permanent legal status and expanded access to federal benefits. This bill presently has 218 Democrats cosponsoring it in the House. It was a priority then and would almost certainly be a top priority if Democrats were to take power.
Talk is cheap. Candidates make and break promises every day. The American public deserves a legislative agenda that enhances the “America First” agenda. The record speaks for itself.
Now more than ever, it is time to cut through the noise and hold members accountable for their actions.
