EXCLUSIVE: Jim Jordan Takes Aim At Foreign-Funded Climate Activist Group

House Republicans launched an investigation into a foreign-funded climate activist group over concerns that it is unduly influencing the American judicial system, according to a letter obtained by The Daily Wire. 

House Judiciary Chair Jim Jordan (R-OH) demanded Thursday that ClientEarth USA turn over documents related to its climate-focused lawsuits. Jordan said he was probing whether the group was “using foreign funding and abusing the American legal system to disrupt American industries and stop domestic energy production.”

ClientEarth USA, based in California, works in “strategic partnership” with the United Kingdom-based ClientEarth Group. It received hundreds of thousands of dollars from ClientEarth UK in 2024, according to its financial filings. 

“Because ClientEarth receives funding from its affiliated entities abroad, these foreign entities and their donors may have outsized influence on the types of lawsuits that ClientEarth brings in U.S. courts that affect American industries,” Jordan wrote, adding that his investigation was focused on “addressing the use of foreign-sourced third-party litigation funding.”

Jordan’s investigation comes after revelations that billions of foreign dollars have poured into American-based climate and environmental advocacy organizations. A report from Americans for Public Trust found that groups based in the United Kingdom, Denmark, and Switzerland poured nearly $2 billion into American climate organizations in recent years. 

In a December 2024 financial filing, ClientEarth USA noted that it received “$370,332 of restricted contributions from ClientEarth UK to establish program activities in the United States of America.”

ClientEarth USA’s current litigation includes a lawsuit seeking to aid a man who wants to make his company offer a “fossil free” retirement investment option and a case in Colorado that accuses two oil and gas production companies of shirking their responsibility to plug abandoned oil wells. 

“The outcome of this and similar lawsuits could affect U.S. policy on domestic energy production and interstate commerce,” Jordan wrote. 

Jordan also asked ClientEarth USA to clarify its relationship with the U.K.-based Carbon Tracker. Carbon Tracker describes itself as a financial think tank that pushes for an “align” investment markets and a “transition” away from traditional fossil fuel energy. 

Recently, ClientEarth USA and Carbon Tracker jointly participated in an event for London Climate Action Week.  

“This evidence raises questions as to whether, and to what extent, there has been coordination between Carbon Tracker and third parties, including ClientEarth, interested in securing favorable judgments against American energy producers,” Jordan wrote. 

The Daily Wire reached out to ClientEarth USA for comment.
