Special Envoy Steve Witkoff and Jared Kushner met with Russian President Vladimir Putin in St. Petersburg on Wednesday to advance those efforts. Russian presidential envoy Kirill Dmitriev and foreign policy aide Yuri Ushakov were also present at the meeting, the official said.
“Special Envoy Steve Witkoff and Jared Kushner proposed a trilateral meeting at the technical level between the US, Russia, and Ukraine,” the White House official shared. “This was accepted by the Ukrainians in Oslo yesterday and by the Russians in St. Petersburg today.”
Ushakov told reporters Wednesday that Putin had agreed to return to trilateral negotiations with the United States and Ukraine, according to the New York Post. Peace talks would resume “in principle” after November 10, Putin reportedly said.

Kushner and Witkoff briefed Putin on the progress made in their talks with Ukrainian President Volodymyr Zelenskyy on Tuesday. The discussions with Putin also covered a “post-war economic and prosperity plan,” as well as “European security architecture, and plans for the upcoming trilateral meeting,” the official said.
“While important work remains,” the White House official said, “the Oslo and St. Petersburg discussions reflected a positive and constructive spirit, strong cooperation among the parties, and a shared determination to achieve a comprehensive and durable peace.”
During the meeting, Witkoff and Kushner also thanked Putin for releasing Stephen Hubbard, an American citizen, Air Force veteran, and retired teacher who had been held in Russia for more than four years on mercenary charges. Trump announced Wednesday that Putin had agreed to release Hubbard — the last American officially designated as wrongfully detained by Russia, and the third American prisoner released by the country during Trump’s second term.
“Stephen Hubbard, taken four years ago by Russia during the Biden Administration, was just released from prison, at the request of President Donald J. Trump, made directly to President Vladimir Putin in a telephone conversation last week,” the president said Wednesday morning. “Stephen is on his way back home and will soon be with his family.”
“The United States, out of respect for President Trump, was not required to give anything in return – an unprecedented situation for Russia,” Trump added. “There was no ‘swap’ necessary for this release. This major return should have taken place long ago through the Biden Administration, which got nowhere in its negotiations with the Kremlin. Stephen is on his way back home.”
Hubbard spoke with Trump by phone while traveling home, the White House official said. During the call, the president reiterated his commitment to bringing home Americans wrongfully detained abroad.
During an Oval Office gaggle with reporters on Tuesday, Trump had hinted that good news about his release was coming.
