EXCLUSIVE: ICE Arrests Child Rapist

Immigration officials in Boston have taken a convicted child rapist into custody, according to the Department of Homeland Security.  

“Unlike the Democrats— who perpetuated the longest government shutdown in American history—[Immigration and Customs Enforcement] law enforcement officers are hard at work for the American people,” Tricia McLaughlin, DHS assistant secretary, told The Daily Signal.  

In 2018, Manuel Emilio Lora-Troncoso was convicted of two counts of rape of a child with force. He was also convicted of two counts of battery and assault on a child under the age of 14 in Woburn, Massachusetts, 12 miles north of Boston. He was sentenced to eight to 12 years in prison.  

Emilio came to America from the Dominican Republic in 1985 as a legal permanent resident. Just one year after he arrived in America, Emilio was convicted of larceny in Massachusetts. A few years later in 1990, the Department of Homeland Security reports he was convicted of a compulsory insurance violation and then of trafficking cocaine the following year. In 2000, another court in Massachusetts convicted Emilio on charges of assault and battery with a dangerous weapon and attempt to commit the crime of murder. And later that same year, he was convicted of operating a motor vehicle after his license was suspended.  

Emilio is one of multiple arrests Immigration and Customs Enforcement made in recent days amid the ongoing government shutdown. Congress set a record for the longest government shutdown in U.S. history last week.  

Senators appear to have reached a deal Sunday night to end the shutdown, which has now lasted for 41 days.

“While Americans were enjoying their weekends, our brave ICE law enforcement were arresting child rapists, murderers, kidnappers, robbers, and drug traffickers. President [Donald] Trump and Secretary [Krisit] Noem’s message is clear: If you come to our country illegally and break our laws, you WILL be arrested and deported. And you will NEVER return,” McLaughlin said.  

In addition to Emilio, ICE made arrests over the weekend of men and women convicted of murder, sexual abuse, kidnapping, and felony battery.  

Iren Nolasco-Almendaris 

Iren Nolasco-Almendaris came to America from Mexico and has been convicted of murder in Texas. 

Abukadir Mohamed Haji 

Abukadir Mohamed Haji is Somali and has been convicted of aggravated criminal sexual abuse of a victim under 13 years old in Illinois.   

Joel Rojas-Peraves 

Mexican Joel Rojas-Peraves’ record includes conviction for continuous sexual abuse of a child in San Bernardino, California. 

Benito Niz-Chilel

Benito Niz-Chilel is from Guatemala and has been convicted of second-degree unlawful sexual contact with a person less than 18 years old in Delaware.  

Juan Caro-Martin 

Juan Caro-Martin, who is also from Mexico, has been convicted of three counts of aggravated criminal sex abuse of a victim under 18 years of age, and three counts of predatory criminal sex assault with a victim less than 13 years of age in Illinois. 

David Caridad-Rodan 

Cuban David Caridad-Rodan has been convicted of lewd and lascivious and unlawful sexual activity with a minor in Florida. 

Gladys Bustamente-Rios 

Gladys Bustamente-Rios, who is from Honduras, has a record that includes conviction for endangering the welfare of children in New Jersey. 

Jonathan Segura-Avina 

Mexican Jonathan Segura-Avina’s criminal record includes conviction for domestic abuse assault impeding air flow and operating a vehicle while intoxicated in Crawford County, Iowa. 

Martin Alonzo Calderon-Ortalejo 

Mexican Martin Alonzo Calderon-Ortalejo has been convicted of kidnapping and aiding and abetting in Dallas, Texas. 

Leonardo Arellano-Alvarado 

Leonardo Arellano-Alvarado is from Mexico and has been convicted of felony battery in Florida.   

Cesar Augusto Espinoza-Garcia 

Mexican Cesar Augusto Espinoza-Garcia has been convicted in Texas of assault of a family or house member impeding breath or circulation.  

Luis Fernando Guardado-Moreno 

Luis Fernando Guardado-Moreno, who is from El Salvador, has been convicted of robbery with a dangerous weapon in Union County, North Carolina. 

Dauris Guzman-Ruiz 

Dauris Guzman-Ruiz is from the Dominican Republic and has been convicted of cocaine smuggling and drug trafficking in Texas. 

Darvin Peguero Ruiz 

Darvin Peguero Ruiz is also from the Dominican Republic and has been convicted of unlawful trafficking of scheduled drugs in Maine.
