In Explosive Report, Virginia AG Exposes Failures of Soros-Funded Prosecutor

It’s no secret that billionaire George Soros has helped install rogue prosecutors in the Old Dominion, sending more than $1.1 million to elect Parisa Dehghani-Tafti in Arlington, more than $300,000 to Ramin Fatehi in Norfolk, and almost $750,000 to Steve Descano in Fairfax.

But a new report from Virginia Attorney General Jason Miyares shows how one of those prosecutors has undermined Virginia’s justice system and failed to protect victims’ rights in Fairfax County

In a devastating August 2025 investigative report, Miyares described some of the “reforms” championed by Fairfax County Commonwealth’s Attorney Steve Descano

The 34-page report reads like a nightmare of justice denied. It found Descano’s office violated victims’ rights, freed dangerous criminals, used a prosecutor whose “license to practice law” had been “suspended” for mishandling a sex crime prosecution, and implemented policies that local judges called “woefully inadequate.”

One judge told a child rape victim: “Your government has failed you.”

The most harrowing cases involve child victims betrayed by lenient plea deals. In one, prosecutors offered three years to a man who repeatedly raped a child between fifth and seventh grade—a crime that can result in a mandatory life sentence.

“Under the proposed plea, Amparado would plead guilty to two counts of aggravated sexual battery, and the other two child rape counts would be withdrawn,” the report explained. Thankfully, the judge rejected the deal as not “remotely reflect[ing] the gravity of the defendant’s misconduct.”

Also alarming was the case of registered sex offender Richard Cox, who was previously convicted of possessing child pornography. When Cox exposed himself to women and children at multiple Fairfax facilities—including a Planet Fitness near a playground—prosecutors in Descano’s office actually refused to charge him.

In another case, an 11-year-old boy’s rapist faced only misdemeanor assault charges after prosecutors missed discovery deadlines by four months and then blamed the victim.

Yet another instance involved a twice-deported illegal alien who choked his ex-wife and brandished a knife. Though the alien was charged with abduction, strangulation, and assault, Descano’s office told prosecutors to take “immigration consequences” into account in plea discussions. Eventually, the office reduced all charges to misdemeanors, and the offender served just two months.

One of the hallmarks of radical rogue Soros prosecutors is to order their underlings to avoid any and all “adverse” immigration consequences when charging illegal aliens with crimes. In their upside-down worldview, there are no illegal aliens; instead, there are “undocumented immigrants” who should not be subjected to removal proceedings. 

Prosecution 101

The task of a prosecutor is dead simple: to hold accountable those who violate the criminal laws of the state. Yet far too often, Descano and other rogue prosecutors set out to do the exact opposite.

Other Soros-backed prosecutors in Virginia, including Fatehi and Dehghani-Tafti, have also championed reforms like abolishing cash bail and diverting low-level offenses from court.

Republicans and police alike criticized Dehghani-Tafti over a lenient plea deal in a 2021 case involving Leonardo Reyes, who was set free just one and a half years after pleading guilty to attempted robbery of a CVS.

Three years later, Reyes faced murder charges in a 2024 stabbing. “A young girl is now without her mother, all because far-left woke prosecutors continue to put violent criminals first and victims dead last,” Miyares posted on X about the murder.

Similarly, earlier this year, Norfolk’s rogue prosecutor Fatehi opposed an ordinance that would have allowed the city attorney to prosecute shoplifting—an ordinance the business community supported because Fatehi was refusing to do his job. Instead, the Soros rogue accused those who supported the effort of engaging in “political posturing.” 

Just like Kim Foxx and other Soros stooges, Fatehi raised the felony larceny threshold to an arbitrary $2,500, far above Virginia’s statutorily authorized $1,000 per incident. Fatehi also warned against using fines to fund prosecutions, calling such practices relics of “mass incarceration” that “criminalize poverty.”

As one of us (Cully Stimson) has written previously, so-called mass incarceration is a myth peddled by radicals who support abolishing all prisons. What good are our laws—and, indeed, our legislatures—if Soros-backed DAs continue refusing to enforce them?

The report by Miyares is sobering. Descano has been an abject failure as local prosecutor—a role in which success is measured by keeping the community safe, locking up career criminals, and protecting victims’ rights.
