Wisconsin Dem Silent As High School Brawl Puts Transgender Issues Front And Center In Governor Race

MILWAUKEE — A violent altercation at a Wisconsin school could throw a last-minute wrench in the state’s gubernatorial race.

On September 17, a biological male student at Oregon High School, who identifies as a woman, clashed with female classmates after he was allowed into the girls’ locker room. Parents say the male student, about whom they and their daughters had previously raised concerns, instigated the incident. Police were dispatched to control the scene.

The Oregon High brawl has put parental rights and radical transgender policies front and center in the race for the Wisconsin governor’s mansion. Milwaukee County Executive David Crowley, the Democrats’ gubernatorial nominee, has a long history of supporting policies protecting transgender individuals — something his Republican opponent is keen to highlight.

“Crowley supports allowing men to compete in girls’ sports, co-sponsored legislation requiring taxpayers to fund menstrual products in boys’ bathrooms at public schools, and signed a resolution that referred to mothers as ‘birthing parents,’” Rep. Tom Tiffany (MN-R) told The Daily Wire.

“As a father of three daughters, I understand how important it is for parents to know their children are safe at school,” Tiffany added. “What is happening in New Richmond and now at the Oregon School District will not happen when I am governor.”

Concerns arose in Wisconsin’s New Richmond School District in January 2026 over potential Title IX violations as students alleged that biological men were being allowed in women’s restrooms, which prompted the Department of Education’s Office for Civil Rights to launch an investigation.

Crowley, who defeated leftist Francesca Hong by just 3,000 votes in the state’s contentious Democratic primary, has a long track record of supporting radical transgender policies. In 2017, Crowley co-sponsored a bill calling for the state to recognize a “Transgender Day of Remembrance.” Two years later, he co-sponsored a bill to create a transgender equality task force, which would “study the legal and societal barriers to equality for transgender, intersex, nonbinary, and gender nonconforming individuals” in healthcare, K-12 schools, prisons, and any other areas deemed relevant.

As Milwaukee County Executive, Crowley has frequently engaged in the city’s pride events. In 2024, he posted a picture of himself attending a pride parade. In June 2026, Crowley was present at an event celebrating the raising of the intersex progress pride flag over Milwaukee.

In late August 2026, the Human Rights Campaign endorsed Crowley alongside Democrat governors like Kathy Hochul and JB Pritzker. The Human Rights Campaign has lobbied in Wisconsin to allow biological men to compete in women’s sports. The group has also fought to give children access to puberty blockers, encouraged school curricula to teach elementary students about transgenderism, and protected doctors from being sued by minors who were hurt by gender transition procedures.

Tiffany has vowed to prioritize the protection of girls’ bathrooms and locker rooms if elected. Wisconsin law doesn’t allow governors the individual power to change school district policies through executive orders. However, in compliance with federal law and 7th Circuit court precedent, a governor could sign statewide legislation regulating bathroom access.

According to parents and students in the Oregon School District, the individual at the heart of the September incident has been using the women’s restroom for “a while,” and many parents had unsuccessfully been trying to amend the situation.

Leigh Burmeister, a parent at Oregon High School, claimed that parents were not contacted after the physical altercation. She only learned of the incident after directly receiving the video from a student.

Superintendent Shannon Anderson sent an email to one concerned parent, citing the 7th Circuit Court of Appeals ruling that a transgender student must be allowed access to the restroom matching their gender identity under Title IX. Anderson also claimed that it aligned with school board policy.

Oregon School Board Policy 157 states that the district does not discriminate on the basis of “sexual orientation; gender identity; gender expression; [and] gender nonconformity.” Oregon High School’s 2026-27 Handbook also prioritizes advancing “equity, inclusion, social justice, and anti-racism.”

Anderson also noted that “To meet our legal requirements, in order to use a bathroom different from the sex assigned at birth, the student and parent/guardian must have a signed Gender Support Plan that is completed in collaboration with student services staff and administration.”

The Gender Support Plan allows students to use restrooms or locker rooms that are different from their gender assigned at birth. The form allows students to use whichever restroom is “most comfortable” for them, as well as asking what support they will require from faculty around using their preferred restroom. The form also provides spaces for students to choose which locker rooms they would like to use as well as how they can be “fully included in athletics.”

Crowley has not commented on either the situation at the Oregon School District or the New Richmond School District. He did not respond to The Daily Wire’s request for comment.
